YOUNG CLYDE Imogens Jackson Young, 66, of Hyder Mountain Road, died Tuesday, Oct. 19, 1994, at Haywood County Hospital.

Born In Liberty Hill, she was a daughter of Annie Brown Jackson of Pine Bluff, and the late Homer Jackson. She was preceded in death LOUELLA MAE PENLEY Louella Mae Penley, 64, of 137 Lee's Creek Road, died Wednesday, Oct. 19, 1994, In an Asheville hospital after a brief illness. A native of Madison County, she had resided in Buncombe County for 48 years. She was a member of Victory Baptist Church where she was a member of the sanctuary choir.

Sunshine Club and choir, and Victory Baptist Church Extension Committee. She was a member of the West Bun MARY McCOY Mary Ethel McCoy, 102, of 41 McDade died Tuesday, Oct 18, 1994, at her home. A native of Buncombe County, she was the daughter of the late Hardy H. and Cornelia Cannon Huggins and the wife of William S. McCoy who died In 1943.

She received her nurses training at Baptist Hospital, Columbia, S.C., and was a member of the first graduating class of Spartanburg, S.C., General Hospital School of Nursing. She was a homemaker, member of the Eastern Star, former Dillard's employ-eo for 23 years where she worked as a supervisor. She was a former member and Sunday school teacher at Edgewood Baptist Church of Pine Bluff, Ark. She was also church clerk for Pine Crest Missionary Baptist Church.

ANITA WYNN PISGAH FOREST Anita Louise Avery. Wynn, 39, of 131 Hudlin Gap Road, died Wednesday, Oct. 19, 1994, In Transylvania Community Hospital. She was the daughter of Herbert Avery of Pisgah Forest and the late Peartena Norman Avery and the stepdaughter of Nina Avery of Pisgah Forest. She was a graduate of Brevard High School.

She was a make-up artist for Belk Department Store in Bilt-more. She was a member of Glade Creek Baptist Church, Pisgah Forest. She Is survived by her husband, Lennon N. Wynn; son, David Wynn of Pisgah Forest; daughter, Demetria Wynn of Pisgah Forest; sisters, Maime Avery, Sandra Coleman, De-Lores Robinson, Belinda Walker, Billie Avery, Melba Avery and Tammy Avery of Pisgah Forest; brothers, the Rev. Glenn, of 114 Cllng-man died Tuesday, Oct. 18, 1994, in Victoria Health Care Center. A native of Newberry, S.C., he was the son of the late John and Sally Henderson Glenn. He attended Asheville City Schools and retired from the VA Medical Center. He was a chauffeur for private homes and businesses.

He Is survived by his niece, Julia Daniels of Asheville; several cousins. Services will be at 1 p.m. Saturday at St. John A Baptist Church with the Rev. Javan Harper officiating.

She was a member of Davis Chapel United Methodist Church and a retired employee of American Enka Corp. Surviving are a son, George Davis of Candler; two grandchildren; six great-grandchildren; and two great-great-grandchildren.

Van Dine WAVNE8VB16 BUREAU WAYNESVILLE The financial benefit of a merger between Waynesville and Hazelwood should far outweigh the debt burden on WaynesvHle's budget, according to a town feasibility report Waynesville will have to cover about $400,000 worth of Hazel wood's outstanding debts and liabilities if the towns consolidate July 1, predicted Waynesville Town Manager Lee Galloway. But Waynesville also would gain an additional $33 million tax base, more town property, existing utility lines, and town buildings and equipment worth at least a half a million dollars, he said "I think it's Important for people to understand that, while Hazelwood has luoilitJes, it also has a lot of assets," Galloway said.

"I think the assets will more than offset the liabilities." If Hazelwood pays its bills as budgeted and has no unforeseen debts spring up, these are the liabilities the report suggests Waynesville would undertake in a merger: POWELL BILL? The state Department of Transportation found this year that Hazelwood had misused more than $211,000 of its Powell Bill funds -funds which are governmentgranted for the expressed purpose of building and maintaining street systems. Hazelwood has been setting aside $5,000 a month to replenish the monies, but will still have a deficit by next June. Whatever the deficit at the time of a merg er, Waynesville will have to set aside money to cover It, andor will have to spend the same amount on the consolidated towns' street systems. SALES TAX: The General Assembly passed a half-cent sales tax for local governments in 1983. One of the requirements for using the money was that a set percentage of the tax be set aside for water and sewer operations.

Hazelwood audits do not show a separate account for such improvements though, the report states. So Waynesville may have to set aside as much as $160,000 for the consolidated towns' water and sewer system, should Hazelwood show a deficit GENERAL FUND DEBTS: Hazelwood will still owe total of about $25,000 In general debts by the end of next June for outstanding balances on items such as a new police car and computer system. On the flip side, these are among the assets Ha-aelwood brings to the merger negotiations table: KTATt 1,16 quare foot town halVfire and police department completed in 1978, the former town hall building on Brown Street, the Ha-lelwood Town Park and ball field, a small vacant tract of land near the Haywood County satellite jail and a 17-acre vacant tract of land on Holt Creek. Also, federal tax returns show the per-person donation here increased by 6 percent from 1991 to 1992. The state ranks ninth in the nation in the percentage of income donated to charity.

The figures show North Carolina is bucking the national trend..
