(AP) Retired Associate Justice Sherman Minton sees the Supreme (Court's landmark school desegregation decision of a decade ago as a step that had to be taken whatever its results. "It was an inevitable decision," the 73-year-old jurist said in a 10th anniversary interview on the May 17, 1954 ruling.

"It was coming for quite a time." Minton, crippled by pernicious anemia and circulatory disorders and plagued by a failing memory, was reluctant to comment on the court's unanimous action in which 1 he participated. But he said the nine justices knew that racial problems could erupt in enforcement of Stop-Polio Drive Ends In Victory Buncombe County has stopped polio. The campaign to wipe out the crippling disease was pronounced a success Sunday by Dr. Mary Helen McConnell, chairman of the sponsoring Buncombe County Medical Society's polio prevention committee, as make-up clinics came to an end here. A total of 5,030 took part in the make-ups held in a mobile clinic at Westgate Shopping Center Friday, Saturday and Sunday.

That number brought the total participating in the second dose of oral vaccine to 105,151 or 81 per cent of the population. At the first feeding and make ups in March, 86 per cent participated. "We have attained our goal," Dr. McConnell said. "For all practical purposes, this immunizes Buncombe from the danger of a polio epidemic." She urged that any persons who still have not taken the "vaccinated" sugar cubes to contact their family physician or the Buncombe County Health Department.

In thanking the participants in the Stop Polio program, Dr. McConnell had special words of praise for the hundreds of volunteers who made both the March and May feedings success.
